Lance Clifner is a software systems design and architecture consultant. He has been involved in the design, implementation, and commercial roll-out of a number of combinatorial trading systems, including applications such as pollution permits, resource allocation, logistics, and financial instruments. In collaboration with scientists from Caltech, Mr. Clifner helped design and implement the original emissions permit auction used in the South Coast Air Quality Management District’s RECLAIM program. Mr. Clifner has also developed demonstration systems for advertising, frequency spectrum, bandwidth, and electricity auctions. He is well experienced with algorithms, heuristics, data analysis, and has created software for market design research. In other projects, he has consulted for Verizon, Qualcomm, DIRECTV, TiVo, and MISO (Midwest Independent Systems Operator). Mr. Clifner holds a Bachelor’s and a Master’s Degree in Engineering from Harvey Mudd College.
